There is a clever bypass on Ford ignition, which supplies 7V while the car is running, but jumps up to 12V while the starter is engaged, for better starting. If you have 12V at the coil with the key "ON" you have other issues. An easy way to test a coil for spark is to disconnect the + AND - wires, insert a spark plug wire with an extra spark plug in it to the coil tower (to use as a tester) place the spark plug on a good ground.
